Please explain in the area below why an STA is necessary:
Astra Space manufactures and launches orbital launch vehicles. An STA is necessary to transmit telemetry in the unified S-Band frequencies (2200-2290 MHz)

Purpose of Operation
Please explain the purpose of operation:  This application is for the launch of Astras second orbital rocket. The previously granted STA for this launch, 0004-EX-ST-2020, is no longer usable because the launch location has moved to Kodiak instead of Wallops. As a result of the DARPA Launch Challenge L-30 Day notification, the second launch site was changed from Wallops Flight Facility to Pacific Spaceport Complex-Alaska. Therefore, leading to a short notice request for the FCC license for the updated launch site.
