Box 1270 Canby, Oregon 97013 The Federal Aviation Administration (FAA) Spectrum Assignment and Engineering Division (ASR—100), has reviewed your request for a second emergency locater transmitter (ELT) test location near Newberg, Oregon. The FAA has already supported your request for an ELT test location in Canby, Oregon and ordinarily we try to limit the number of ELT test sites to minimize the potential for interference with air traffic control operations. That is why the FAA Northwest Mountain Region turned down your request for the second ELT test location (copy enclosed). The FAA is actively seeking to establish 121.775 MHz as the ELT testing and training channel in order to eliminate most of the potential conflicts between ELT testing and air traffic control operations. However, the Federal Communications Commission (FCC) rules will need to be changed before testing such as yours can utilize 121.775 MHz.
