Dear Mr. Johnson:

The NAV/ICOM/Spectrum Engineering Section, ANM—473, has reviewed your request
for a test frequency within the Very High Frequency (VHEF) ground to air
communications band. It is the current FAA policy to not allow use of the VHF
ground to air communications band for non Air Traffic control functions.

We recently coordinated your use of 121.600 MHz at Canby, Oregon, and this policy
does not affect that coordination. You may continue to use 121.600 MHz at that
location.
