     Dear Mr. Nelson:

     In response to your questions regarding the proposed operation of two experimental space stations to be
     constructed and launched by Aprize Satel‘ite Inc., the following information is provided:
           1.   The Aprize satellites will have an average operating life of 10 to 15 years based on our
                experience with four Amateur Radio Microsatellites launched in January 1990 and Eyetel—1 (aka
                AO—27), which was launched in September 1993 all of which are still in operation today.
                Taking into account the effects of antenna drag and the tunbling action of the Aprize satellites,
                their expected orbital lifetime is calculated to be 25 to 30 years, depending on the intensity of
                solar activity. Thus, the Aprize satellites are expected to re—enter the Earth‘s atmosphere and
                burn up completely in 15 to 20 ys ars following the end of their useful operating life.
                If an experimental space station cense is granted to Aprize prior to May 31, 2004, the U.S. FCC
                will be the sole administration responsible for operation of the Aprize satellites. In that event, the
                Aprize satellites will not be registered with the ITU by the Argentine Administration and
                Argentina will not have any respomsibility or authority for these two experimental space stations.
                Following the successful in—orbit testing and demonstration of Aprize mobile tracking and remote
                monitoring services to potential customers, Aprize Satellite Inc. intends to apply to the FCC for a
                commercial Little LEO operating license.
