                            REQUEST FOR EXPEDITED ACTION

        Andrew Corporation (“Andrew”) hereby respectfully requests expedited action on this
application. Andrew is a leading manufacturer of antenna products, including radio and
television broadcast antennas, earth station antennas, microwave antennas, cellular and PCS base
station antennas, and subscriber antennas. Andrew also manufactures transmission products,
including a variety of coaxial cable and cable connector products, and certain amplifier and
repeater products. As noted Exhibit 2, submitted in response to Item 7, this application seeks
reinstatement of the operations authorized under experimental license Call Sign WB2XBW (File
No. 0168-EX-PL-1999), which expired on April 1, 2002. That license authorized Andrew to
operate a test range on the premises of its headquarters and manufacturing complex in Orland
Park, Illinois, to test new directional and non-directional fixed antenna products and designs.
Further details regarding the operation of, and the need for, the test range facility are set forth in
Exhibit 2.

        Due to administrative oversight, Andrew failed to file for renewal of experimental license
WB2XBW. However, Andrew continues to require experimental authority, virtually on a daily
basis, to fulfill urgent and ongoing requirements for research, development and testing of
antenna products. It is critical to the timely development of new and improved antenna products
that Andrew be re-authorized to operate its Orland Park test range as soon as possible.
Expedited consideration of this application will not only allow Andrew to more quickly move
new products to market to satisfy customer demand, but will serve the public interest by
expediting the availability of newer, more efficient antenna designs having the attendant benefit
of more efficient use of the scarce radio spectrum.

        It is also noted that Andrew has received no complaints from the public of interference
during the period it has operated the Orland Park test range. Testing is conducted in a controlled
environment utilizing state-of-the-art radios and highly directionalized transmit antennas so that
RF emissions are transmitted in a tight pattern to the receive antenna under test (“AUT”).

         Accordingly, Andrew respectfully requests expedited action on this application.
