                        REQUEST FOR EXPEDITED TREATMENT

       As discussed in the accompanying “Narrative Statement,” TransCore is a leading
manufacturer of radiofrequency identification (“RFID”) and related equipment and systems in the
United States and overseas. It currently is involved in designing, developing and demonstrating
devices and applications to be deployed in Intelligent Transportation Systems (“ITS”) and other
operations related to vehicle safety, traffic management and other activities.

        TransCore was recently asked to conduct a demonstration for a local government entity
operating in San Fransisco beginning on August 1, 2013. The experimentation would yield
benefits for the development of DRSC capabilities. As noted in the “Narrative Statement,”
TransCore does not propose to market, sell, or lease prototype equipment to end users. Moreover,
no fees will be charged to entities evaluating the equipment during this test. After the
experimentation ceases, TransCore will recall and recover all unauthorized devices.

        Accordingly, TransCore respectfully requests expedited treatment of its application so that
it may commence the demonstration as requested. It is unable to re-schedule the test, as the
representatives attending the demonstration cannot readily participate at another time. In
addition, TransCore seeks to provide actual test data at the meetings to be held during the weeks
following that demonstration.

       TransCore submits that expedited processing of its application is in the public interest,
convenience, and necessity, as it will permit TransCore to advance both the communications
technology and the application technology needed to further the national agenda of improving the
operational safety and efficiency of vehicles on U.S. highways.
