Explanation
Please explain in the area below why an STA is necessary:
This type of operation for Special Temporary Authority is necessary to test LTE against the US Army Corps of Engineers (USACE) Direct Readout Ground Station (DRGS). The testing will help in development of RF interference monitoring and mitigation systems for the DRGS. The DRGS system is found across several locations across the US to receive a downlink from National Oceanic and Atmospheric Administrations (NOAA) GOES-East/West satellite, which is a compilations of critical environmental sensor data, such as rainfall rates and river depths. We plan to test how signals in this frequency range interfere with DRGS operations as part of the USACE project, project number GT 17-1464.

Purpose of Operation
Please explain the purpose of operation:  The purpose of this experiment is to support a U.S. Government agency contract. The operation is meant to test within the frequency band of the DRGS system and is neither an electronic attack nor jamming/spoofing the signal, but to evaluate if there are any interfering signals. The contract number is FA8075-14-D-0014 and the contract agency is the Defense Technical Information Center. The contract agency POC is Janice Dewitt. Her office number is 412-395-7411 and cell number is 412-297-1678.
