Explanation
Please explain in the area below why an STA is necessary:
To transmit a continuous wave signal for ground to ground propagation measurements within the 1770-1780 MHz band in support of the Army Spectrum Management Offices (ASMO) ten year transition plan associated with FCC Auction 97 for AWS-3 bands.

Purpose of Operation
Please explain the purpose of operation:  In February and April, 2019, evaluations will be done to measure the susceptibility of U.S. Army tactical radio equipment to co-channel signals from Advanced Wireless Services (AWS) UE user equipment (UE) operating in the 1770-1780 MHz band at Fort Dix, New Jersey. The ground to ground propagation measurements will be used to determine the optimal location for AWS-3 UE such that measurement data may be collected which may support relaxing the Army’s coordination zone constraints at the protected sites for Joint Tactical Radio System ground to ground operations. The ground to ground propagation measurements will consist of a transmit system: signal generator, and receive system: spectrum analyzer.
