Explanation
Please explain in the area below why an STA is necessary:
Alcatel Lucent requests an experimental special temporary authorization (STA) to use CW tones to conduct propagation tests in the 2175-2200 MHz frequency range, for a period of two months. The experimental special temporary authorization will permit Alcatel Lucent to transmit CW tones in the requested frequency bands. Successful completion of the tests would permit Alcatel Lucent to develop more accurate propagation models for transmissions in these geographic areas in this portion of this frequency band. These frequencies will not be permitted to carry any kind of voice/data traffic offered to the public. These tests will be carried out using very narrow band signals (CW tones) at low powers for brief periods of time.

Purpose of Operation
Please explain the purpose of operation:  Testing transmit CW tones in the 2175-2200 MHz frequency bands to develop more accurate propagation models for transmissions in these geographic areas. The experimental authorization will permit Alcatel Lucent to transmit CW tones in the 2175-2200 MHz frequency bands. The tests would be conducted within a 20 mile radius of the center of Las Vegas, Nevada and within a 25 mile radius of a center point directly between Raleigh and Durham, North Carolina. Successful completion of the tests would permit Alcatel Lucent to develop more accurate propagation models for transmissions in these geographic areas in this portion of this frequency band. These frequencies will not be permitted to carry any kind of voice/data traffic offered to the public. These tests will be carried out using very narrow band signals (CW tones) at low powers for brief periods of time.
