DESCRIPTION OF THE TRANSACTION

Pursuant to a Memorandum of Understanding (“MoU”), dated April 15, 2015, Nokia Corporation (“Nokia”)
and Alcatel-Lucent (“Alcatel-Lucent”) (collectively, “Applicants”) propose to complete a transaction
whereby Nokia will acquire from Alcatel-Lucent certain assets, including Call Sign WJ9XHC.

The Transaction entails a purchase of the Alcatel-Lucent business, including Call Sign WJ9XHC, and
therefore Alcatel-Lucent requests consent for the proposed assignment of the License to Nokia Solutions
and Networks US LLC. The proposed assignee, Nokia Solutions and Networks US LLC, will continue
operation of the equipment authorized by the License for Call Sign WJ9XHC in accordance with the terms
and conditions of the Licenses.
