EXHIBIT 1 PURPOSE OF APPLICATION By this application, Airnet seeks authorization of an experimental station for use in demonstrating the capabilities of its authorized equipment to a potential customer. This customer intends to consider the purchase of Airnet’s “software defined” radios for use in its critical National defense support applications. Airnet recognizes that the requested authority will allow only secondary operations and Airnet will coordinate these operations with those cochannel licensees affected by proposed experimentation in the area of operations before conducting such experimentation, as required. No such experimentation will involve any new antennas above the height threshold required for FAA coordination or, if any such operation is contemplated, appropriate clearance will be obtained. These operations will be temporary and itinerant, and will involve no construction that changes land features or involves sensitive areas. Accordingly, no environmental assessment is required for the operations proposed in this application. DC01/ 470457.1
