                                     PURPOSE OF APPLICATION

      By this application, AirNet seeks renewal of its authorization to test the adaptive
performance of AirNet’s software defined base stations equipped with the AirNet Adaptive
Array in an urban multi-path environment. The authorization is assigned call sign WD2XQO,
and expires September 1, 2005. By this application, AirNet seeks the renewal of the
authorization for a 180-day period, ending February 27, 2006.

       AirNet plans to continue the tests authorized under the present authorization, without
change. The tests conducted to date have been useful and informative, but have pointed to the
need for further tests. These tests should promote the development of radio products and, thus,
are in the public interest.

           The renewed authorization should list the frequencies as follows:

       AirNet recognizes that the authority requested by this application will allow only
secondary operations. AirNet has selected the C-Block PCS frequencies in Orlando for this test
because they are not used at present. In the event that these frequencies are used, AirNet will
coordinate these operations with those cochannel licensees affected by proposed experimentation
in the area of operations before conducting such experimentation, as required.

     The scope of service of this experimental license is not for export purposes, but rather for
developmental purposes only.

      No such experimentation will involve any new antennas above the height threshold
required for FAA coordination or, if any such operation is contemplated, appropriate clearance
will be obtained.

      These operations will be temporary and itinerant, and will involve no construction that
changes land features or involves sensitive areas. Accordingly, no environmental assessment is
required for the operations proposed in this application.
