Explanation
Please explain in the area below why an STA is necessary:
1/27/00 - The mission was finally launched on 1/26/00 after several delays. Our first FCC extension expires on 2/2/00, and we respectfully request a second 3 month extension (or follow-on STA) to complete our space experimental mission. 10/5/99 - The original mid-Sept launch date has slipped to late Oct/early Nov due to delays with the Minotaur booster. The existing STA expires on 11/2/99 and we repectfully request a 3 month extension (or follow-on STA) to complete our space experiment. THIS APPLICATION CONCERNS A SHORT-LIVED RESEARCH PROJECT UTILIZING EARTH-SPACE, SPACE-SPACE, AND SPACE-EARTH SATELLITE LINKS. THE EXPERIMENTAL NATURE AND ANTICIPATED THREE-WEEK OPERATION SUGGEST THAT AN STA IS MOST APPROPRIATE.

Please explain the purpose of operation:  Research regarding feasibility of very small satellites, emerging microelectromechanical systems (MEMS) technologies in space and the effect of the space environment on microelectronics.
