0802-EX-ST-2006 STA Expedite Request

The miniature satellite missions supported by this request have no application to
homeland security or safety to life and property. They are merely research into miniature
satellite uses for DoD space support not related to any imminent need. However, in this
mission, to be launched in December 2006, the NASA Space Shuttle will be deploying
these small satellites. A lot of planning and money has gone into their development,
manifesting on Shuttle and ultimate deployment. The battery lifetime on the Shuttle
deployed miniature satellites is less than 2 weeks. It would be an embarrassment to this
program to not be authorized to contact them because we were late in requesting FCC
approval for this particular mission. We did receive FCC approval for a nearly identical
mission 5 months ago (see 0427-EX-ST-2006).
