You are advised that the Commission is unable to grant your application for the facilities requested. Your
request has considerations outside of the scope of Part 5 operations relating to policy and procedures of
non-federal and federal station authorizations. You should seek guidance from NASA and NTIA on
further consideration of your request. We also caution that contractual agreements to provide services
for payloads may be considered as providing a commercial service beyond the scope of Part 5. Future
requests should ensure that Aerospace is conducting experimental testing and not simply providing
hosting services.
