Jerry,

Thanks for providing your mission profile to NOAA. NOAA understands that the mission
profile is to: "demonstrate various nanosatellite and picosatellite technologies, and
perform GPS radio ocultation measurements for the U.S. Air Force.” We also
understand that Aerospace will operate the satellites as a federally funded research and
development center (FFRDC) on behalf of the United States Air Force, the National
Reconnaissance Office (NRO) and all national-security space programs. Based on
these understandings, a NOAA license is not required for you to operate these
satellites. Furthermore, unless the nature of Aerospace's relationship changes with the
Air Force or NRO, you do not need to inform NOAA of any future projects where
Aerospace will operate satellites on behalf of the U.S. Government.
