ANPC has been using the facilities at the Columbia Gorge Regional Airport (IATA: DLS, ICAO: KDLS) to test
various revisions of its transponder-based landing system (TLS) since 1998; the company has utilized a series of
six month special temporary authority (STA) licenses to permit radiating on the frequencies mentioned on
yesterday’s correspondence. The airport is about twenty minutes away from ANPC and over the years ANPC has
built a working relationship with the airport personnel. Additionally the terrain features surrounding the airport
allows ANPC to test different features of the system. Since ANPC plans on revising and adapting the system for a
variety of potential clients and to test and incorporated product improvements over the foreseeable future, it would
be preferable to attain an experimental license with the longest period of validity.

What differences are there between applying for a two year versus three year license in terms of fees and effort? I
am operating under the assumption that ANPC would prefer to apply for a three year license. Could you please
send me information on the differences between the two licenses so as to double-check with my management
before proceeding further?
