          Re:     Special Temporary Authority to Lease and Operate
                  INTELSAT Satellite Capacity to Provide Maritime
                  Mobile Service


    Dear Mr.      Caton:



     AT&T Corp. ("AT&T") hereby requests Special Temporary
Authority, pursuant to Section 63.04(a) (2) of the
Commission‘s Rules, to transmit data, facsimile, voice and
video signals at C—Band frequencies via INTELSAT Satellites
in the Atlantic and Pacific Ocean Regions ("AOR" and "POR")
to and from seagoing vessels and other points in the
maritime environment.

     AT&T will use the facilities to provide AT&T branded
ship—to—shore and shore—to—ship maritime mobile satellite
services with AT&T end—to—end rates between ships at sea and
the United States and points beyond.

     The maritime service will initially be established by
satellite channels from the Roaring Creek, Pennsylvania
earth station and the Salt Creek, California earth station‘,
via capacity in the INTELSAT AOR and POR satellites*, which

    is acquired by AT&T from the COMSAT Corporation ("COMSAT")
    pursuant to COMSAT‘s applicable tariffs.  This C—Band ship—
    to—shore and shore—to—ship maritime service will initially
    be established with a cruise ship or U.S. Navy ship.  If the
    maritime service using INTELSAT satellites proves
    successful, AT&T is prepared to expand the service to other
    ships and other points in the maritime environment.

         The Special Temporary Authority requested herein
    constitutes the same authority requested by AT&T in its
    accompanying Section 214 application. A full description of
    the requested facilities is included in that Application.

.        Accordingly, AT&T hereby requests Special Temporary
    Authority, pursuant to Section 63.04(a) (2) of the
    Commission‘s Rules, to transmit data, facsimile, voice and
    video signals at C—Band frequencies via INTELSAT Satellites
    in the AOR and POR to and from seagoing vessels and other
    points in the maritime environment, prior to the
    availability of permanent Section 214 authorization.

         AT&T certifies that it is not subject to a denial of
    Federal benefits that includes FCC benefits pursuant to
    Section 5301 of the Anti—Drug Abuse Act of 1988.

         The following information is provided pursuant to
    Commission Rule 63.01(r) :

         (a)   AT&T has affiliations with foreign carriers in the
               following countries:

         (b)   AT&T has no 10 percent or greater shareholder or
               other equity holder.


       (c)   AT&T has no interlocking directorates.

       (d)   AT&T certifies that it has not agreed to accept
             special concessions directly or indirectly from
             any foreign carrier or administration with respect
             to traffic or revenue flows between the U.S. and
             any foreign country which AT&T may serve under the
             authority granted pursuant to Part 63 of the
             Commission‘s Rules, and AT&T has not agreed to
             enter into such agreements in the future.

       In accordance with Section 1.1105 of the Commission‘s
Rules and Regulations,    enclosed is payment in the amount of
$705 to cover the filing fee for this request.        Should you
