Thanks for contacting me with your questions and recommendation.

The 200 units are required to adequately stress the systems we will
test, which are new and unproven designs. Typically, the capacity of
the system is shared among many users; therefore, to properly assess
throughput performance and the ability of the system to manage many
simultaneous subscribers, a large number of units need to be operating
at the same time.

We would like to continue with the originally specified frequency
bands, but thanks very much for recommending a more expeditious
alternative. A representative maximum power in the 2500-2690 band,
based on the methodology delineated in Sections 21.904 and 74.935 is
39dBW in a 6 MHz bandwidth, e.g., for a 90 degree beamwidth sector
antenna; 33dBW+10log(bandwidth/6 MHz)+10log(360 degrees/beamwidth).
