FCC FILE NUMBER 0023-EX-PL-2006 AT&T CORP Response to Item 7 This application requests the grant of experimental authorization to enable AT&T Corp. (AT&T) to engage in experiments to test RF equipment, RF propagation, new and developing technologies, and enhancements to existing technologies and services. The application proposes the use of a Wideband Code Division Multiple Access (W-CDMA) modulation techniques at or below the requested power levels in the 2 GHz band. The Mobile uplink band requested is 1920 to 1930 MHz, which the Commission officials will recognize as the low-power PCS band. As we are only requesting a single site for the experimental license, and the experiments will occur on AT&T-leased property, at reasonable power levels, we believe that the likelihood of interference is negligible. The Downlink band requested is in the Advanced Wireless Services (AWS) band. Since that auction has not yet occurred, and the same location restrictions apply, the chance for interference with others is again negligible. Specific components of the testing are expected to include procedures to: 1) Evaluate the performance of WCMA equipment in delivering multi-media content to mobile devices in line-of-sight and non-line-of-sight environments. 2) Correlate the actual performance of various systems with predicted performance. 3) Assess the effectiveness of various technologies and designs in providing high speed data, multi-media delivery, and voice services. 4) Evaluate the installation, provisioning, monitoring and maintenance of systems tested. AT&T is constantly engaged in the process of developing and testing the suitability of technologies for new services to ensure that innovative and competitive services can be commercially deployed at the earliest time. In order to enable AT&T to engage in the experimental testing required to bring new and innovative services to the public, AT&T submits that grant of this application would serve the public interest, convenience, and necessity.
