                           GOVERNMENT CONTRACT DESCRIPTION

       ARTEMIS, Inc. has been contracted to provide an X-Band synthetic aperture radar (SAR)
system for the US Air Force Research Laboratory (AFRL) under the Sea Dragon program. The Sea
Dragon contract number is FA8650-10-C-1711.

         The Sea Dragon program provides the Air Force with an unmanned aircraft capable of detecting
ships in open water from high altitude. The location of detected vessels is cross-referenced with ship
locations reported by AIS and other existing maritime tracking methods in order to sift through
complying vessels and isolate non-complying, or “dark,” vessels. Dark vessels may be engaged in
illicit activities ranging from illegal fishing to drug smuggling. Because unmanned aircraft are
inexpensive to operate relative to manned aircraft, Sea Dragon gives the US Air Force an inexpensive
method to survey large areas of ocean and obtain actionable information about possible illicit maritime
activities.

        ARTEMIS' contract is only to provide the X-Band SAR system for Sea Dragon. In order to
properly test and verify the SAR system, it will need to be flown and operated on a manned aircraft.
This license will allow ARTEMIS to operate the X-Band SAR on a manned aircraft in the airspace near
Elberta, UT for testing and verification purposes only. It is not meant to cover any other official Sea
Dragon uses or locations.
