March 29, 2018 To Whom It May Concern: This is to certify that: ARRIS Inc. is deploys and/or manages radio frequency equipment. The RF experimentation will be conducted by following a strict Test Plan defined and approved by ARRIS Inc. in a controlled environment. ARRIS Inc. will have a Project Manager in place to specifically follow the Test Plan, frack results, and publish test results. ARRIS Inc. has extensive RF experience and expertise deploying RF networks and has a number of RF engineers on permanent staiff. For the above reasons, I believe ARRIS Inc. meets the Eligibility criteria for an Special Temporary Authority experimental license as set forth in the Commission Rules.
