Explanation
Please explain in the area below why an STA is necessary:
ARINC Inc is requesting a renewal of Special Temporary Authority (STA) call sign WC9XUH to support a ground based test and demonstration of a picocell system using GSM handsets. These demonstrations will be conducted at Andrews Airforce Base, MD. ARINC Inc is working with a PCS licensee in the area to determine the best frequency in the 1900 MHz band to conduct these tests. All operations by ARINC Inc will be coordinated with a PCS licensee prior to use.

Purpose of Operation
Please explain the purpose of operation:  ARINC Inc is requesting this STA in order to determine the viability of picocell GMC technology.
