WA2XSN FILE NO. 0002-EX-ML-2003 EXHIBIT 1 PURPOSE OF MODIFICATION APPLICATION (Amended and Restated as of 3:20 p.m. January 9, 2003) By this application, Airnet seeks modification of its authorization for experimental station WA2XSN to (1) delete the existing base station antenna site, (2) add a base station antenna site, (3) add 100 watt mobile operations (including itinerant and occasional operations at fixed points) in the 1842-1850 MHz base station band within a 15 kilometer radius of the new base station site (item 2), and (4) add 100 watt fixed operations in the 1747-1755 MHz mobile band. The authorization should list the frequencies as follows: Station Emission Authorized Frequency Class Designator Power 1747-1755 MHz FX 300KGXW 100 W (ERP) 1747-1755 MHz MO 300KGXW 2 W (ERP) 1842-1850 MHz FX 300KGXW 100 W (ERP) 1842-1850 MHz MO 300KGXW 100 W (ERP) Airnet manufactures and sells base station radios that are “software defined.” The additional authority requested by this application will allow Airnet to drive test these radios, thereby developing information on their handoff performance as multipath, scattering and terrain changes. Airnet recognizes that this additional authority will allow only secondary operations and Airnet will coordinate these operations with those cochannel licensees affected by proposed experimentation in the area of operations before conducting such experimentation, as required. No such experimentation will involve any new antennas above the height threshold required for FAA coordination or, if any such operation is contemplated, appropriate clearance will be obtained. These operations will be temporary and itinerant, and will involve no construction that changes land features or involves sensitive areas.
