                                  DISMISSED-WITHOUT PREJUDICE

Dear Sarah Leggin,

This refers to application, File No. 0841-EX-CN-2017, for an experimental authorization.

You are advised that the Commission is unable to grant your application for the facilities requested. Your
request should be filed as a modification to the existing application of 0300-EX-CN-2017. That license is
renewable so that it can accommodate your longer term propagation experimentation and study if
needed. The technical experimentation should also be differentiated from any market trial request. If you
still wish to request a market trial you should address the following concerns in any new application.
1. Identify the FCC service rules that would apply to the service you are trying to assess under the market
trial.
2. Discuss why the market trial objectives, separate from the technical experiment, cannot be done in less
than 5 years. What would be the minimum time needed to assess any market analysis?
