          REQUEST FOR SPECIAL TEMPORARY AUTHORIZATION
                         Earth Station E930304

         DIRECTV Enterprises, LLC (“DIRECTV”) hereby requests special temporary
authorization (“STA”) for a period of up to thirty (30) days beginning on February 10,
2013, to operate one of its existing satellite earth stations (Call Sign E930304) to support
the de-orbit maneuvers of the NILESAT-101 satellite. The spacecraft is currently located
at the 7º E.L. orbital location. Nilesat will begin the de-orbit process using another earth
station, and then use DIRECTV’s earth station for telemetry, tracking and command
(“TT&C”) functions from the point at which the spacecraft is approximately twenty
degrees above the horizon from the Castle Rock, Colorado uplink facility until it reaches
its final disposal orbit.

        The earth station will communicate with the TT&C payload of NILESAT-101
using the following frequencies:

               Uplink:        17301 and 17302.5 MHz
               Downlink:      12498 and 12499 MHz.

It will operate on a non-interference basis. Nilesat will control the spacecraft throughout
the de-orbit process.

        Grant of this STA request will serve the public interest by allowing DIRECTV to
support the de-orbit of an aging satellite. This process is expected to place NILESAT-
101 in a disposal orbit that is consistent with the space debris mitigation guidelines
established by the Inter-Agency Space Debris Coordination Committee, and thereby
ensure that the spacecraft does not become a hazard to operational satellites. The public
interest clearly favors grant of this application, and DIRECTV requests that it be done as
expeditiously as possible.
