  Dear Ms. Dortch:

          On November 10, 2009, Drew Caplan, Christian Gates, and Jeff Carlisle of SkyTerra Subsidiary LLC,
  and Bruce Jacobs of Pillsbury Winthrop Shaw Pittman LLP met by conference call with John Leibovitz and
  Tom Peters of the Broadband Task Force, Paul de Sa of the Office of Strategic Planning and Policy Analysis,
  Ronald Repasi of the Office of Engineering and Technology, and Gardner Foster of the International Bureau.
  The purpose of the conference call was to respond to Mr. Leibovitz‘s request fora list of regulatory actions that
  would expedite deployment of a next generation Mobile Satellite Services (MSS) system with an Ancillary
  Terrestrial Component (ATC) capable of providing broadband services using large blocks of contiguous
 spectrum in the L—band. Among the actions discussed, SkyTerra asked the Commission to expedite the grant
 of SkyTerra‘s pending application for minor modifications ofits ATC authorization.
