The applications of DIRECTV Enterprises, LLC (DIRECTV) for special temporary authority, IBFS File
Nos. SAT—STA—20150716—00048 and SAT—STA—20150716—00049, ARE GRANTED. Accordingly,
DIRECTV is authorized for a period of 30 days, commencing July 13, 2015, to continue in—orbit testing
(IOT) at the 66.8° W.L. orbital location of the DIRECTV 15 Fixed—Satellite Service space station (Call
Sign $2930) using the 28.35—28.6 GHz, 29.25—29.29 GHz, and 29.5—30.0 GHz (Earth—to—space), and 18.3—
18.59 GHz and 19.7—20.2 GHz (space—to—Earth) frequency bands, and to continue IOT of the hosted RB—2
Broadcasting Satellite Service (BSS) payload (Call Sign $2712) using the 17.3—17.7 GHz (space—to—Earth)
and the 24.75—25.15 GHz (Earth—to—space) frequency bands.!‘ DIRECTV is authorized to conduct
Telemetry, Tracking, and Control (TT&C) for DIRECTV 15 and the RB—2 payload using the 29502.5
MHz and 29505.9 MHz (Earth—to—space), and 20198.5 MHz and 20199.55 MHz (space—to—Earth)
frequency bands. Upon completion of IOT, DIRECTV is also authorized to conduct TT&C operations
necessary to drift DIRECTV 15 and the RB—2 payload from the 66.8° W.L. orbital location to the
assigned 102.75° W.L. orbital location. Operations under this authorization are subject to the terms,
conditions, and technical specifications set forth in DIRECTV‘s application and the Federal
Communications Commission‘s rules, and are subject to the conditions set forth below.

        1.       All operations under this grant of special temporary authority must be on an unprotected
and non—harmful interference basis. DIRECTV must not cause harmful interference to, and shall not
claim protection from interference caused to it by, any other lawfully operating radio communication
system. In the event of any harmful interference as a result of operations under this grant of special
temporary authority, DIRECTV must cease operations immediately upon notification of such interference
and must immediately inform the Commission, in writing, of such an event.

        2.       DIRECTV must coordinate operations of DIRECTV 15 and the RB—2 payload with
existing geostationary space stations to ensure that no unacceptable interference results from its
operations at the 66.8° W.L. orbital location or during drift to the 102.75° W.L. orbital location.

        3.       DIRECTV 15°s and the RB—2 payload‘s operations at 66.8° W.L. must be limited to IOT
and shall not include the provision of commercial services.

       4.      DIRECTV must operate only the TT&C frequencies authorized for DIRECTV 15 and
RB—2 during the space station‘s drift from the 66.8° W.L. orbital location to the 102.75° W.L.

        5.       During IOT, DIRECTV must maintain the DIRECTV 15 space station with an east/west
longitudinal station—keeping tolerance of +/— 0.05 degrees of the 66.8° W.L. orbital location.

Dear Ms. Dortch:

        The Commission has granted DIRECTV Enterprises, LLC ("DIRECTV") Special
Temporary Authority ("STA") to locate the DIRECTV 15 satellite (call sign $2930)
along with the DIRECTV RB—2 payload (call sign $2712) at the 66.8° W.L. orbital
location for in—orbit testing ("IOT") after launch of the satellite, and to drift the satellite to
its licensed orbital location at 102.75° W.L. upon completion of testing.‘

         The satellite is still undergoing IOT. DIRECTV estimates that drifting the
satellite to its assigned location thereafter will take approximately 26 days. Accordingly,
DIRECTV requests an extension ofits existing STAs with respect to telemetry, tracking
and control ("TT&C") functions for an additional thirty (30) days to cover the period
required to complete IOT and for relocation of the satellite. During the period covered by
these STA extensions, DIRECTV will use 29502.5 and 29505.9 MHz for its command
uplinks and 20198.5 and 20199.55 MHz for its telemetry downlinks. DIRECTV will
coordinate with potentially affected satellite operators in accordance with industry
practice, and will operate on a non—interference basis during this migration.

        Grant of this STA request will serve the public interest by allowing DIRECTV to
complete IOT and for relocation of the DIRECTV 15/RB—2 satellite so that it can begin
providing service to millions of DIRECTV subscribers from the satellite‘s licensed
orbital location. Accordingly, and in light of the impending completion of IOT,
DIRECTV requests the expeditious grant of this extension request.
