Dear Ms. Dortch:

By this letter, Spire Global, Inc. (“Spire”) hereby notifies the International Bureau (“Bureau”) that
NanoRacks, LLC (“NanoRacks”) has informed Spire that NASA has completed its flight readiness
review and approved NanoRacks’ Cubesat Deployer for flight on the Orbital ATK OA-5 Cygnus
mission. The current launch window for that mission is October 9th to October 13th. Accordingly,
Spire requests that the Bureau expeditiously approve Spire’s request for authority to deploy its
LEMUR-2 satellites from the OA-5 Cygnus spacecraft. See, e.g., Letter to Marlene H. Dortch from
Jenny Barna, Launch Manager, Spire Global, Inc. (August 19, 2016).
