Washington, DC 20554 Re: SAT-LOA-20031119-00336, Call Sign S2603 Rider to Satellite Bond Dear Ms. Dortch: Pegasus Development Corporation (“Pegasus”) hereby requests that the Commission accept this rider reducing the bond amount associated with the above- referenced satellite authorization from $3 million to $2.25 million. On August 25, 2006, the International Bureau (“Bureau”) issued a public notice stating that Pegasus met its January 2005 contract execution milestone. See Public Notice, Report No. SAT-00383, DA 06-1696 (August 25, 2006). In that same public notice, the Bureau acknowledged that Pegasus had surrendered its satellite authorization on January 30,2006 and that authorization was accordingly null and void. Because the Bureau did not until recently determine that Pegasus had met its contract execution milestone, Pegasus could not, at an earlier time, seek a reduction in the bond amount, and thus, this bond rider is timely and appropriately filed despite the current status of Pegasus’ satellite authorization.
