SAT-MOD-20111021-00207 E S2103 ORBCOMM License Corp. Modification 10/02/2012 - 04/30/2025 Granted in Part/ Deferred in Part Effective Date: 04/25/2013 Nature of Service: Mobile Satellite Service On April 25, 2013, the Satellite Division granted in part, with conditions, the amended application of Orbcomm License Corp. to modify its authorization for a non-voice, non-geostationary mobile satellite service (Little LEO) system. The Satellite Division granted authority for an additional feeder link, centered at 150.025 MHz, for use by all currently operating satellites in the Orbcomm system, and authority to construct and operate that feeder link on 17 additional Orbcomm Generation 2 satellites. The Satellite Division deferred action on all other aspects of the pending modification application, as amended. The grant was without prejudice to action on remaining portions of the amended modification application, including Orbcomm's request to extend or waive milestones. Page 1 of 2

SAT-STA-20130401-00055 E S2110 Iridium Constellation LLC Special Temporary Authority Grant of Authority Effective Date: 04/25/2013 On April 25, 2013, the Satellite Division granted special temporary authority to Iridium Constellation LLC, for a period of 60 days, to modify the operations of its 'Big LEO' non-geostationary satellite orbit constellation. Specifically, Iridium is authorized to continue to operate satellite SV023 as a non-transmitting spare satellite approximately 300 kilometers behind satellite SV094 at an altitude of approximately 778 kilometers. SAT-STA-20130401-00056 E S2110 Iridium Constellation LLC Special Temporary Authority Grant of Authority Effective Date: 04/25/2013 On April 25, 2013, the Satellite Division granted special temporary authority to Iridium Constellation LLC, for a period of 60 days, to continue to co-locate one of its spare in-orbit satellites with another satellite in its orbital constellation. SAT-STA-20130410-00058 E S2388 Intelsat License LLC Special Temporary Authority Grant of Authority Effective Date: 04/25/2013 On April 25, 2013, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 60 days, to continue to: (1) conduct telemetry, tracking, and command operations necessary to maintain the Intelsat 702 space station at the 33.0° E.L. orbital location using the following center frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz and 3952.0 MHz (space-to-Earth), and 6173.7 MHz and 6176.3 MHz (Earth-to-space); and (2) operate Intelsat 702 at 33.0° E.L. in inclined orbit to provide Fixed-Satellite Service in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. SAT-STA-20130412-00059 E S2704 Intelsat License LLC Special Temporary Authority Grant of Authority Effective Date: 04/25/2013 On April 25, 2013, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days, to continue to conduct telemetry, tracking, and command operations necessary to drift the Intelsat 5 space station from the 169.0° E.L. orbital location to the 65.45° E.L. orbital location using the following center frequencies: 14.498 GHz and 13.999 GHz (Earth-to-space); and 11.451 GHz, 11.452 GHz, and 11.454 GHz (space-to-Earth).
