Amendment

Orbcomm License Corp. has filed a further amendment to its application to modify its non-voice, non-geostationary mobile satellite service (Little
LEO) system. See IBFS File No. SAT-MOD-20111021-00207. Orbcomm clarifies that its pending applications seek authority to add a feeder
link channel centered at 150.025 MHz for use by all satellites in the Orbcomm system, including in-orbit satellites, as well as Orbcomm
Generation 2 satellites that are not yet launched.

Orbcomm confirms that it will maintain the operational orbit and deployment plan proposed in its previous amendment, as well as the orbital
debris mitigation statement submitted with that amendment. See IBFS File No. SAT-AMD-20120809-00125.

Orbcomm requests waivers of its fourth and fifth satellite implementation milestones, which require Orbcomm to complete construction of and
launch its first two next-generation satellites by September 21, 2012, and to certify the entire Generation 2 system operational by March 21, 2014.
Alternatively, in the event waivers of both milestones are not granted, Orbcomm requests a waiver of the fourth milestone, and extension of the
fifth milestone deadline to December 31, 2015, or, alternatively, an extension of the fourth milestone to December 31, 2014, and an extension of
the fifth milestone deadline to December 31, 2015.

Special Temporary Authority

Iridium Constellation LLC requests special temporary authority for a period of 180 days to continue to operate three space stations in its
non-geostationary orbit constellation in a manner consistent with a revised post-mission disposal plan proposed in a pending license modification
application. See IBFS File No. SAT-MOD-20080701-00140.
