Nature of Service:       Direct to Home Fixed Satellite, Fixed Satellite Service


On December 4, 2012, the Satellite Division granted, with conditions, authority to DIRECTV Enterprises, LLC to construct, launch, and operate a
Ka-band geostationary orbit space station, DIRECTV 14, at the 99.235º W.L. orbital location. DIRECTV is authorized to provide Fixed-Satellite
Service, including Direct-to-Home services, via DIRECTV 14 in the 29.5-30.0 GHz (Earth-to-space) and 19.7-20.2 GHz (space-to-Earth)
frequency bands on a primary basis. DIRECTV is also authorized to conduct telemetry, tracking, and command operations for DIRECTV 14 at
the 99.235º W.L. orbital location using the following center frequencies: 28.351 GHz, 28.353 GHz, (Earth-to-space); and 18.799 GHz and
18.7995 GHz (space-to-Earth). This Ka-band payload is on board a hybrid satellite that is authorized to operate a 17/24 GHz payload (Call Sign

Petition for Declaratory Ruling to be Added to the Permitted List

Nature of Service:       Direct to Home Fixed Satellite, Fixed Satellite Service


On December 6, 2012, the Satellite Division granted, with conditions, the petition of Satélites Mexicanos, S.A. de C.V. to add the SATMEX 8
space station to the Commission's Permitted Space Station List at the 116.8° W.L. orbital location in the 3700-4200 MHz (space-to-Earth),
5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. The operations of
SATMEX 8 addressed by this grant are licensed by the Administration of Mexico.

SAT-LOA-20110727-00139                  S2831           Intelsat License LLC
On December 6, 2012, the Satellite Division determined that Intelsat License LLC met the launch and operation milestone associated with
the Intelsat 23 space station (Call Sign 2831) at the 53.0° W.L. orbital location. The Satellite Division previously determined that Intelsat
had met the first three milestones for this space station. Consequently, Intelsat License LLC may release the bond associated with Call Sign
2831, as provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order, and Further
Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station
Licensing Rules and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).
