The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

Petition for Declaratory Ruling to be Added to the Permitted List


Hispamar Satélites, S.A. petitions for a declaratory ruling to add the Amazonas-3 space station at the 61° W.L. orbital location to the
Commission's C-, Ku-, and Ka-band Permitted Space Station Lists. Specifically, Hispamar Satélites requests grant of U.S. market access to
provide Fixed-Satellite Service, including direct-to-home services, in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space),
11.7-12.2 GHz (space-to-Earth), 14.0-14.5 GHz (Earth-to-space), 18.3-18.8 GHz (space-to-Earth), 19.7-20.2 GHz (space-to-Earth), 28.1-28.6
GHz (Earth-to-space), and 29.5-30.0 GHz (Earth-to-space) frequency bands. Hispamar Satélites states that Amazonas-3 is licensed by Brazil.
Hispamar Satélites requests waivers of Sections 25.201(a)&(b) and 25.210(i) of the Commission's rules. Hispamar Satélites indicates that
Amazonas-3 will will retain a de minimis quantity of pressurant at end of life. See Section 25.283(c) of the Commission's rules.
