Modification 04/22/2012 - 04/22/2022 Grant of Authority Effective Date: 10/18/2012 Nature of Service: Other On October 18, 2012, the Satellite Division granted, with conditions, the request of DISH Operating L.L.C. to modify its authorization for the EchoStar 7 space station at the 118.8° W.L. orbital location by extending the license term from April 22, 2012, until April 22, 2022. EchoStar 7 is a Direct Broadcast Satellite space station using DBS channels 1-21 in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands. SAT-MOD-20120605-00094 E S2396 Intelsat License LLC Modification 10/16/2012 - 07/18/2016 Grant of Authority Effective Date: 10/16/2012 Nature of Service: Fixed Satellite Service On October 16, 2012, the Satellite Division granted, with conditions, the application of Intelsat License LLC to modify its authorization for the Intelsat 709 space station to authorize operation of Intelsat 709 in inclined-orbit mode at the 47.5° E.L. orbital location, instead of its currently authorized orbital location of 72.1° E.L. Intelsat is authorized to provide Fixed-Satellite Service at 47.5° E.L. in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.20 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), 12.50-12.75 GHz (space-to-Earth), and 14.0-14.50 GHz (Earth-to-space) frequency bands. Intelsat is also authorized to conduct telemetry, tracking, and command operations with the Intelsat 709 space station at the 47.5° E.L. orbital location using the following frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, and 3952.0 MHz (space-to-Earth); and 6173.7 MHz and 6176.3 MHz (Earth-to-space). SAT-MOD-20120629-00109 E S2162 SES Americom, Inc. Modification 09/30/2012 - 09/30/2017 Grant of Authority Effective Date: 10/18/2012 Nature of Service: Direct to Home Fixed Satellite, Fixed Satellite Service On October 18, 2012, the Satellite Division granted, with conditions, the request of SES Americom, Inc. to modify its authorization for the AMC-3 space station at the 67º W.L. orbital location by extending the license term from September 30, 2012, until September 30, 2017. AMC-3 provides Fixed-Satellite Service at the 67º W.L. orbital location in the following frequency bands: 3700-4200 MHz (Earth-to-space), 5925-6425 MHz (space-to-Earth), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space). Telemetry, tracking, and command operations use the following center frequencies: 3700.5 MHz (space-to-Earth), 4199.5 MHz (space-to-Earth), 6423.5 MHz (Earth-to-space), and 12.1980 GHz (space-to-Earth). SAT-STA-20120827-00143 E S2811 EchoStar Satellite Operating Corporation Special Temporary Authority Grant of Authority Effective Date: 10/18/2012 On October 18, 2012, the Satellite Division granted, with conditions, special temporary authority to EchoStar Satellite Operating Corporation to continue to operate the EchoStar 15 satellite on Channels 23 and 24 at the 61.65 W.L. orbital location for 180 days. SAT-STA-20121001-00164 E S2388 Intelsat License LLC Special Temporary Authority Grant of Authority Effective Date: 10/18/2012 Page 3 of 4

On October 18, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 60 days, to conduct telemetry, tracking, and command operations necessary to effect the drift of Intelsat 702 from the 47.5º E.L. orbital location to the 33.0° E.L. orbital location, using the 3947.5 MHz, 3948.0 MHz, 3952.5 MHz and 3952.0 MHz (space-to-Earth), and 6173.7 MHz and 6176.3 MHz (Earth-to-space) frequencies. Intelsat is also authorized, on a temporary basis, to operate Intelsat 702 in inclined orbit mode at the 33.0° E.L. orbital location to provide Fixed-Satellite Service in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.
