Nature of Service:       Fixed Satellite Service


On August 3, 2012, the Satellite Division granted, with conditions, authority to Hughes Network Systems, to construct, launch, and operate its
proposed Ka- and V-band geostationary orbit space station, Jupiter 77W, at the 77.3º W.L. orbital location. Specifically, Hughes is authorized to
provide Fixed-Satellite Service using the 28.35-28.6 GHz, 29.25-29.5 GHz, and 29.5-30.0 GHz (Earth-to-space) frequency bands and the
18.3-18.8 GHz and 19.7-20.2 GHz (space-to-Earth) frequency bands on a primary basis, and the 47.2-50.2 GHz (Earth-to-space) and the
39.0-42.0 GHz (space-to-Earth) frequency bands on a co-primary basis. Jupiter 77W is also authorized to provide FSS using the 28.6-29.1 GHz
frequency band (Earth-to-space) on a secondary basis and the 18.8-19.3 GHz frequency band (space-to-Earth) on a non-harmful interference
basis. In addition, Jupiter 77W is authorized to use the following center frequencies for telemetry, tracking, and command operations for Jupiter
77W at the 77.3º W.L. orbital location: 28.351 GHz, 28.353 GHz, and 29.998 GHz (Earth-to-space); and 19.7005 GHz, 19.7025 GHz, and
20.1995 GHz (space-to-Earth).

Special Temporary Authority

On August 3, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days, to
conduct in-orbit testing of the Intelsat 23 space station at 51.5° W.L. in the 3700 - 4200 MHz (space-to-Earth), 5925 - 6425 MHz
(Earth-to-space), 11.45 - 11.70 GHz (space-to-Earth), 11.7 - 12.2 GHz (space-to-Earth), and 14.0 - 14.5 GHz (Earth-to-space) frequency bands.
Additionally, Intelsat is granted authority to conduct telemetry, tracking, and command operations necessary to maintain Intelsat 23 at 51.5° W.L.
and to drift Intelsat 23 from 51.5° W.L. to its authorized location at 53.0° W.L. using center frequencies of 6173.7 MHz and 6176.3 MHz
(Earth-to-space) and 3947.5/3948 MHz or 3952/3952.5 MHz (space-to-Earth).

On August 7, 2012, the Satellite Division granted, with conditions, special temporary authority to XM Radio LLC, for a period of 30 days, to
activate the communications payload of its Satellite Digital Audio Radio Service (SDARS) space station, XM-5, at the 85.15° W.L orbital
location for in-orbit performance testing purposes in the 2320-2345 MHz (space-to-Earth) frequency band.

Special Temporary Authority
Grant of Authority                                                                                                  Effective Date:     08/07/2012



On August 7, 2012, the Satellite Division granted, with conditions, special temporary authority for a period of 60 days to EchoStar Satellite
Operating Corporation to continue to provide Direct Broadcast Satellite service via EchoStar 6 at 76.95° W.L. using the 17.3-17.8 GHz
(Earth-to-space) and 12.2-12.7 GHz (space-to-Earth) frequency bands. The Division also granted EchoStar authority to continue to operate
on-station telemetry, tracking, and command for EchoStar 6 at 76.95° W.L. using center frequencies of 12.203 GHz (space-to-Earth), 12.204 GHz
(space-to-Earth), and 17.305 GHz (Earth-to-space).

SAT-LOA-20110929-00193                 S2846           Intelsat License LLC
On August 9, 2012, the Satellite Division determined that Intelsat License LLC met the launch and operation milestone associated with the
Intelsat 22 space station (Call Sign 2846) at the72.1° E.L. orbital location. The Satellite Division previously determined that Intelsat had
met the first three milestones for this space station. Consequently, Intelsat License LLC may release the bond associated with Call Sign
2846, as provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order, and Further
Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station
Licensing Rules and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).
