SAT-LOA-19990812-00081              S2380         PANAMSAT LICENSEE CORP.
Launch and Operating Authority
PanAmSat Licensee Corporation has filed an application to launch and operate a replacement C/Ku-band hybrid fixed-satellite service
satellite, PAS-23, to replace its PAS-9 satellite. PanAmSat proposes to operate the PAS 23 satellite at 58 degrees W.L., the orbital
location currently assigned to the PAS-9 satellite. The C-band payload will consist of 24 transponders, each with a bandwidth of 36
MHz, and is designed to serve both the U.S. and Latin America from a single beam. The Ku-band payload will consist of 24
transponders with bandwidths of 36 MHz. Twelve to the Ku-band transponders will provide DTH service to Mexico and Central
America. The remaining twelve transponders will be switchable between a Brazil service and a U.S./Europe service. Service will be
offered on a non-common carrier basis.

Launch and Operating Authority
PanAmSat Licensee Corporation has filed an application to launch and operate a C/Ku-band hybrid replacement fixed-satellite service
satellite, Galaxy III-C, to replace its Galaxy III-R satellite at 95 degrees W.L. The proposed C-band payload will consist of 24
SSPA-based transponders with bandwidths varying from 36 to 24 MHz, and is designed to serve the U.S. and Latin America. The
Ku-band payload will consist of 53 traveling wave tube based transponders with bandwidths varying from 54 MHz to 27 MHz to 24
MHz. Sixteen of these transponders are designed to provide DTH service to Latin America. The remaining Ku-band transponders will
provide either U.S. domsat or Latin American service. PanAmSat proposes to operate the Galaxy III-C on a non-common carrier
basis.

R/L DBS Company, L.L.C. has filed a Petition for Extension of its Construction Permit for its Direct Broadcast Satellite service
satellite. R/L DBS holds a construction permit for eleven DBS channels at 61.5 degrees W.L. R/L DBS's construction permit
milestones call for the delivery of a satellite to that location by August 15, 1999. R/L DBS is seeking an additional two years in which
to launch its own satellite or, alternatively, to pursue a transponder lease and channel use arrangement.




SAT-STA-19990812-00078               HGS-4          HUGHES COMMUNICATIONS GALAXY, INC.
Special Temporary Authority
Hughes Communications Galaxy, Inc. has filed a Request for Special Temporary Authority for its HGS-4 satellite (formerly called
Galaxy IV) for a period of 180 days. Hughes is seeking authority to communicate with the HGS-4 satellite in order to reverse its drift
rate and maneuver the satellite East towards 147 degrees W.L. at approximately 1 degree per day and then to locate the HGS-4 satellite
at the 147 degree W.L. orbital location. Hughes is not requesting authority to operate the communications payload at this time.

Transfer of Control
FROM: NETSAT 28 COMPANY, L.L.C.
TO:      EMS TECHNOLOGIES, INC.


NetSat 28 Company, L.L.C. has filed an application for the consent to Transfer of Control of its authorization to launch and operate a
geostationary satellite in the Ka-band Fixed Satellite Service. NetSat seeks to consummate a merger whereby NetSat 28 will become a
wholly-owned subsidiary of EMS Technologies, Inc.

   On August 11, 1999, COMSAT Corporation, through its COMSAT Mobile Communications business unit, filed a letter
   withdrawing this application for consideration. The application appeared on Public Notice, Report No. SAT-00020 (July 22,
   1999). By this Notice, COMSAT's application is withdrawn.
