On May 25, 2012, the Satellite Division granted, with conditions, the petition filed by New Skies Satellites B.V. to modify the Commission's
Permitted Space Station List entry for the NSS-7 space station to (1) reflect the change of orbital position of NSS-7 from its current orbital
location of 22° W.L. to the 20° W.L. orbital location and (2) reflect operations in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz
(Earth-to-space), and 11.95-12.2 GHz (space-to-Earth) frequency bands. NSS-7 is licensed by the Netherlands. New Skies is also permitted to
use NSS-7 to provide direct-to-home services in the U.S. market in these frequency bands.

On May 25, 2012, the Satellite Division granted, with conditions, authority to Intelsat License LLC to construct, launch, and operate a
C-/Ku-band space station, to be known as Intelsat 19, at the 166.0º E.L. orbital location. Intelsat is granted authority to operate Intelsat 19 at the
166.0º E.L. orbital location to provide fixed-satellite services in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space),
12.25-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands and to conduct telemetry, tracking, and command
operations using the center frequencies of 14.0005 GHz and 14.003 GHz (Earth-to-space) and 12.2535 GHz, 12.254 GHz, 12.256 GHz and
12.2565 GHz (space-to-Earth).

On May 25, 2012, the Satellite Division granted, with conditions, authority to Intelsat License LLC to operate the Ku-band frequencies of the
in-orbit NSS-7 space station at the 20.0º W.L. orbital location. Specifically, Intelsat is authorized to operate the NSS-7 space station to provide
fixed-satellite service in the 10.95-11.2 GHz (space-to-Earth), 11.45-11.95 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth), and 14.0-14.5
GHz (Earth-to-space) frequency bands.

On May 31, 2012, the Satellite Division granted, with conditions, special temporary authority, for a period of 30 days, to Intelsat License LLC in
connection with operations of the Intelsat 19 space station prior to its arrival at its authorized orbital location of 166º E.L. Specifically, Intelsat is
authorized to use center frequencies of 12253.5 MHz, 12254.0 MHz, 12256.0 MHz, and 12256.5 MHz for telemetry transmissions
(space-to-Earth) during launch and early orbit phase operations of Intelsat 19. Intelsat is also authorized to conduct in-orbit testing at 176.0º E.L.
in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 12.25-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz
(Earth-to-space) frequency bands, and to operate telemetry, tracking, and control using center frequencies of 12253.5 MHz, 12254 MHz, 12256
MHz and 12256.5 MHz (space-to-Earth), and 14000.5 MHz and 14003 MHz (Earth-to-space) to support IOT operations at the 176.0º E.L. orbital
location and to effect Intelsat 19's drift to its authorized location of 166.0º E.L. upon the completion of IOT.

Special Temporary Authority
Grant of Authority                                                                                                        Effective Date:      05/31/2012



On May 31, 2012, the Satellite Division granted, with conditions, special temporary authority for 30 days to EchoStar Satellite Operating
Corporation to continue to conduct telemetry, tracking, and command operations necessary to drift the EchoStar 3 space station from the 61.45º
W.L. orbital location to the 61.8º W.L. orbital location and to maintain it at the 61.8º W.L. orbital location. EchoStar is authorized to use
frequencies centered on 12201 MHz, 12203 MHz, and 12699 MHz (space-to-Earth) and on 17301.5 MHz (Earth-to-space) for these operations.
