SAT-STA-20120424-00073 E S2741 EchoStar Satellite Operating Corporation
Special Temporary Authority
Grant of Authority Effective Date: 04/30/2012

On April 30, 2012, the Satellite Division granted, with conditions, special temporary authority for 30 days to EchoStar Satellite Operating
Corporation to conduct telemetry, tracking, and telecommand operations necessary to drift the EchoStar 3 space station from the 61.45º W.L.
orbital location to the 61.8º W.L. orbital location and to maintain it at the 61.8º W.L. orbital location. EchoStar is authorized to use frequencies
centered on 12201 MHz, 12203 MHz, and 12699 MHz (space-to-Earth) and on 17301.5 MHz (Earth-to-space) for these operations.

INFORMATIVE:

*****

On October 1, 2009, the Satellite Division authorized Intelsat Licensee LLC, formerly PanAmSat Licensee Corp., to
launch and operate the Intelsat 14 space station (Call Sign S2785) using the 3700-4200 MHz, 5925-6425 MHz,
11.45-11.95 GHz, and 14.0-14.5 GHz frequency bands at the 45° W.L. orbital location. See IBFS File No.
SAT-RPL-20090123-00007 (granted Oct. 2, 2009). Intelsat 14 replaced the Intelsat 1R space station (Call Sign S2368)
at the 45° W.L. orbital location in December 2009. The Intelsat 1R space station relocated to 50° W.L. See IBFS File
Nos. SAT-MOD-20090720-00073, SAT-AMD-20090820-00091, and SAT-AMD-20091113-00122 (grant stamped
Aug. 5, 2010). As noted in the license for Intelsat 14, Intelsat did not request, and was not granted, authorization to use
the 10.95-11.2 GHz and 13.75-14.0 GHz frequency bands that were authorized for use by Intelsat 1R.

Accordingly, the 10.95-11.2 GHz and 13.75-14.0 GHz frequency bands at the 45° W.L. orbital location are now
available for reassignment pursuant to the Commission's first-come, first-served licensing process effective 2:00 p.m.
EDT on Tuesday, May 8, 2012. At that time, applicants may file applications for new space stations, market access by
non-U.S. licensed space stations, modifications to licensed space stations, or amendments to pending applications taking
this announcement into account. Applications for the spectrum filed prior to this date and time will be dismissed as
premature without prejudice to refiling.
