Petition for Declaratory Ruling to be Added to the Permitted List

Nature of Service:       Fixed Satellite Service


On April 11, 2012, the Satellite Division granted, with conditions, the petition filed by Telesat Canada to add the 29.4-29.9 GHz (Earth-to-space)
and the 19.7-20.2 GHz (space-to-Earth) frequency bands of the ANIK F3 space station to the Commission's Ka-Band Permitted Space Station List
at the 118.7° W.L. orbital location. ANIK F3 is licensed by Canada. Accordingly, each U.S. licensed earth station with "ALSAT" designated as a
point of communication is granted authority to provide Fixed-Satellite Service to, from, or within the United States by accessing the ANIK F3
space station in the Ka-band subject to the parameters set forth in its earth station license. Until Telesat Canada has completed coordination
pursuant to Footnote US334 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, and both the FCC and the
National Telecommunications and Information Administration have approved the coordination, U.S-licensed earth stations shall not communicate
with the ANIK F3 space station in the 19.7-20.2 GHz frequency band.

Telesat Canada's petition was filed under call sign S2829. We have changed the call sign to S2703, which is the call sign associated with ANIK
F3 in its petition to add the C-and Ku-band payloads to the Commission's Permitted Space Station List.
