Launch and Operating Authority
Grant of Authority Effective Date: 03/15/2012

Nature of Service: Fixed Satellite Service

On March 15, 2012, the Satellite Division granted, with conditions, the application of Intelsat License LLC for authority to construct, launch, and
operate Intelsat 22 at the 72.1º E.L. orbital location. Accordingly, Intelsat is authorized to operate Intelsat 22 at the 72.1° E.L. orbital location to
provide fixed-satellite service using the 3625-4200 MHz (space-to-Earth), 5850-6425 MHz (Earth-to-space), 11.45-11.7 GHz (space-to-Earth),
12.25-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. Intelsat is also authorized to perform telemetry,
tracking, and telecommand operations necessary to maintain Intelsat 22 at the 72.1º E.L. orbital location using the center frequencies of
4197.25/4198.25 MHz or 4197.75/4198.75 MHz, 5850.5 MHz, and 6424.5 MHz. Intelsat 22 contains an Ultra-High Frequency payload capable
of operating in the 292.835-317.33 MHz and 243.52-268.16 MHz frequency bands. The grant indicates the FCC’s consent to Australia acting as
the ITU Notifying and Licensing Administration for the UHF payload on Intelsat 22 at 72.1º E.L.

to the Commission's Permitted Space Station List at the 22° W.L. orbital location in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz
(Earth-to-space), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. New Skies is licensed by the
Netherlands. The Satellite Division also granted the request of New Skies for U.S. market access using the 3625-3700 MHz (space-to-Earth),
5850-5925 MHz (Earth-to-space), 10.95-11.20 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), and 13.75-14.00 GHz (Earth-to-Space)
to provide fixed-satellite service and for tracking, telemetry and command operations with center frequencies of 14.496 GHz (Earth-to-space),
14.499 GHz (Earth-to-space), 11.451 GHz (space-to-Earth), and 11.454 GHz (space-to-Earth). New Skies is also permitted to provide
direct-to-home services in the U.S. market in these conventional and extended frequency bands.
