The effective date of these actions is the release date of this Notice, except where an effective date is specified. SAT-LOA-20110727-00139 E S2831 Intelsat License LLC Launch and Operating Authority Grant of Authority Effective Date: 02/23/2012 Nature of Service: Fixed Satellite Service On February 23, 2012, the Satellite Division granted, with conditions, authority to Intelsat License LLC to construct, launch, and operate Intelsat 23, a C- and Ku-band space station at the 53º W.L. (307º E.L.) orbital location. Intelsat is authorized to provide fixed-satellite service at this location using the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), 11.95-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. Intelsat is also authorized to conduct telemetry, tracking, and telecommand operations using frequencies centered on 6173.7 MHz and 6176.3 MHz (Earth-to-space) and 3947.5/3948 MHz or 3952/3952.5 MHz (space-to-Earth). In addition, the Satellite Division determined that Intelsat satisfied the first three milestones associated with proposed operations in the 11.95-12.2 GHz band. SAT-STA-20120221-00019 E S2423 Intelsat License LLC Special Temporary Authority Grant of Authority Effective Date: 02/23/2012 On February 23, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days, to conduct tests using the "India Beam" on Horizons 2 at the 84.85° E.L. orbital location in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz frequency bands. ***** INFORMATIVE SES Americom previously operated the AMC-2 space station (Call Sign S2134) at the 78.95° W.L. orbital location using the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands and the AMC-5 space station (Call Sign S2156) at the 79.10° W. L. orbital location using the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands. Both space stations now operate at different orbital locations. See IBFS File Nos.SAT-MOD-20111025-00209 and SAT-STA-20111017-00205 for Call Sign S2134, and IBFS File Nos. SAT-MOD-20110929-00192 and SAT-STA-20110929-00191 for Call Sign S2156. The frequency bands previously authorized on the AMC-2 space station (Call Sign S2134) at the 78.95° W.L. orbital location and on the AMC-5 space station (Call Sign S2156) at the 79.10° W. L. orbital location are now available for reassignment pursuant to the Commission's first-come, first-served licensing process effective 2:00 p.m. EST on Tuesday, February 28, 2012. At that time, applicants may file applications for new space stations, market access by non-U.S. licensed space stations, modifications to licensed space stations, or amendments to pending applications taking this announcement into account.
