On December 14, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30
days, to continue to operate telemetry, tracking, and telecommand operations with the Intelsat 706 space station necessary to maintain Intelsat 706
at 72.0º E.L., using the following frequencies: 6173.7 MHz and 6176.3 MHz (left-hand circular polarization/Earth-to-space); 3947.5 MHz,
3948.0 MHz , 3952.5 MHz, and 3952.0 MHz (right-hand circular polarization/space-to-Earth). Additionally, Intelsat is granted authority to
continue to provide fixed-satellite service while located at the 72.0º E.L. orbital location on a temporary basis using the 3700-4200 MHz
(space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.70 GHz, (space-to-Earth), 12.50-12.75 GHz
(space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.

The Bureau has determined that Orbcomm License Corp. has met the Commence Construction milestone associated with this authorization
(File No. SAT-MOD-20070531-00076). Consequently, Orbcomm may reduce the bond amount by 20% as provided in the Amendment of
the Commission's Space Station Licensing Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking. IB
Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on
Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004). The Bureau previously determined that
Orbcomm had met the Contract Execution and Critical Design Review Milestones. See Public Notice, Report No. SAT-000637, DA No.
09-2162 (Oct. 2, 2009). Accordingly, Orbcomm may reduce its bond to a value of $2,000,000.
