reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's

Letter of Intent


Hughes Network Systems, LLC, filed a Letter of Intent seeking access to U.S. market using a planned Ka-band geostationary-satellite orbit space
station, Jupiter 97W, which Hughes states will operate under the authority of the United Kingdom at the 97.1° W.L. orbital location. Hughes
requests market access to the United States to provide fixed-satellite service using the 18.3-19.3 GHz and 19.7-20.2 GHz (space-to-Earth) and the
28.35-29.1 GHz and 29.25-30.0 GHz (Earth-to-space) frequency bands. Hughes seeks a waiver of Section 2.106, Footnote, NG165, of the
Commission's rules to permit geostationary-satellite orbit fixed-satellite service operations in the 18.8-19.3 GHz bands on a non-harmful
interference basis. Hughes states that operations in the 28.6-29.1 GHz bands will be on a secondary basis. Hughes also seeks a waiver, to the
extent necessary, of Section 25.114(c)(4)(iii) of the Commission's rules.

Letter of Intent


Inmarsat Hawaii Inc. filed a Letter of Intent seeking access to U.S. market using a planned Ka-band geostationary-satellite orbit space station,
INMARSAT-KA97W, which Inmarsat states will operate under the authority of the United Kingdom at the 97.11° W.L. orbital location.
Inmarsat requests market access to the United States to provide fixed-satellite service using the 18.3-19.3 GHz and 19.7-20.2 GHz
(space-to-Earth) and the 28.1-29.1 GHz and 29.5-30.0 GHz (Earth-to-space) frequency bands. Inmarsat states that operations in the 28.1-28.35
GHz and 28.6-29.1 GHz bands will be on a secondary basis. Inmarsat seeks a waiver of Section 2.106, Footnote NG165, of the Commission's
rules to permit geostationary-satellite orbit fixed-satellite service operations in the 18.8-19.3 GHz frequency band on a non-interference basis.
Inmarsat also seeks a waiver of Section 25.114(c)(4) of the Commission's rules, to the extent necessary, to submit its GXT files as an attachment
to the application in a compressed format, instead of embedded in the Schedule S form.

On December 13, 2011, Iridium Constellation LLC filed a supplement to a pending application. The application seeks to modify the
Iridium Mobile-Satellite Service space-station license to include operating authority for Aeronautical Mobile-Satellite (Route) Service.
Iridium reports in its supplement that the Federal Aviation Administration recently adopted performance standards for Iridium AMS(R)S
avionic equipment and granted approval for use of Iridium equipment for AMS(R)S operations in U.S. oceanic airspace. The supplement
also cites earlier adoption of relevant technical standards by the International Civil Aviation Organization and the Radio Technical
Committee for Aeronautics. In view of these developments, Iridium requests that its application for license modification be granted
promptly.

Interested parties may file comments on the supplemental filing. Comments in response to the supplement should be filed on or before
January 11, 2012.
