Orbcomm License Corp. seeks to modify its authorization for a non-voice, non-geostationary mobile satellite service (Little LEO) system.
Specifically, Orbcomm seeks authority for imminent launch and operation of one next-generation satellite with a target inclination of 51.6 degrees
and a target operational altitude of 750 kilometers. Orbcomm also seeks authority to later launch 17 additional next-generation satellites into four
evenly-spaced orbital planes, each with a target inclination of 51.6 degrees and a target operational altitude of 750 kilometers. Two of the
proposed planes will consist of five satellites each, and two of the planes will consist of four satellites each. In one of the proposed planes, the
later-launched satellites will be maneuvered into the same operational orbital plane as the first satellite to be launched under this request.
Orbcomm states that all 18 satellites will be launched within the milestone schedule specified in its current authorization. Orbcomm also revises
and updates its description of the design and operational strategies that it intends to use to mitigate orbital debris potentially associated with its
next-generation satellites. In addition, Orbcomm requests authority to add a feeder uplink channel centered at 150.025 MHz.

Petition for Declaratory Ruling to be Added to the Permitted List


Telesat Canada has filed a Petition for Declaratory Ruling to add the Ka-band payload of ANIK F3 to the Commission's Ka-band Permitted Space
Station List at the 118.7° W.L. orbital location. The Ka-band payload will provide fixed-satellite service in the 19.7-20.2 GHz (space-to-Earth)
and the 29.4-29.9 GHz (Earth-to-space) frequency bands. ANIK F3 is an in-orbit geostationary satellite orbit space station authorized by the
administration of Canada. The C-and Ku-band payloads of ANIK F3 are already included on the Permitted List. See Telesat Canada, Petition for
Declaratory Ruling, Order, DA 07-118 (rel. Jan. 19, 2007). In connection with its Petition, Telesat Canada seeks a waiver of Section 25.283(c) of
the Commission's rules. See IBFS File No. SAT-APL-20111117-00222.
