The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


Intelsat License LLC seeks authority to launch and operate a C- and Ku-band space station, to be known as Intelsat 23, at the 307 E.L. orbital
location. Intelsat states that Intelsat 23 will replace the Intelsat 707 space station that is currently operating at 307 E.L. and will operate in the
following frequency bands that are currently authorized for use by Intelsat 707 at this location: 3700-4200 MHz (space-to-Earth), 5925-6425
MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space). In addition, Intelsat seeks to operate Intelsat 23
using the 11.95-12.2 GHz (space-to Earth) frequency band that was not previously authorized for use by Intelsat 707 at 307 E.L. and to conduct
telemetry, tracking and telecommand operations using the following center frequencies: 6173.7 MHz, 6176.3 MHz, 3947.5 MHz, 3948 MHz,
3952 MHz, 3952.5 MHz. Intelsat does not seek authority to use the following frequencies that were authorized for use on Intelsat 707:
10.95-11.20 GHz (space-to-Earth) and 12.50-12.75 GHz (space-to-Earth). Intelsat also seeks a determination by the Commission that it has met
its first three milestones for the new frequency band and may reduce the bond amount to $750,000. Intelsat seeks waivers of Section
25.210(a)(1), 25.210(a)(3), 25.210(i)(l) and 25.202(g) of the Commission's rules in connection with its application.

SES Americom, Inc. seeks a five-year extension, through October 15, 2016, of the license term for its AMC-1 space station, which is authorized
to operate at 103 W.L. in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5
GHz (Earth-to-space) frequency bands. In addition, SES requests authority to conduct telemetry, tracking and telecommand operations necessary
to place AMC-1 into a disposal orbit at the end of its operational life. In connection with this request, SES seeks waivers of Sections
25.114(d)(14)(ii) and 25.283(c) of the Commission's rules.

Special Temporary Authority


Intelsat License LLC requests special temporary authority for a period of 180 days to continue to provide Fixed-Satellite Service via the Intelsat
603 space station at the 11.5° E.L. orbital location in the following frequency bands: 3700-4200 MHz (space-to-Earth), 5925-6425 MHz
(Earth-to-space), 10.95-11.20 GHz (space-to-Earth), 11.45-11.70 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space). In addition, Intelsat
seeks special temporary authority to continue to conduct telemetry, tracking, and telecommand operations at 11.5° E.L. using the following
frequencies: 6173.7 MHz, 6176.3 MHz, 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz.
