Launch and Operating Authority


ViaSat, Inc. requests construction, launch, and operating authority for the ViaSat-1 space station. ViaSat-1 will be operated at the 115.1° W.L.
orbital location using the 28.35-28.6 GHz and 29.5-30.0 GHz frequencies (Earth-to-space), the 18.3-18.8 GHz and 19.7-20.2 GHz frequencies
(space-to-Earth), the 18.8-19.3 GHz frequencies (space-to-Earth) on a non-interference basis, and the 28.10-28.35 GHz and 28.6-29.1 GHz
frequencies (Earth-to-space) on a secondary basis. ViaSat requests a waiver of Section 25.210(i) and Section 25.114(c) of the Commission’s rules
in connection with this request. (ViaSat was previously granted market access to provide fixed satellite services to the United States using
ViaSat-1. See ViaSat, Inc., SAT-LOI-20080107-00006, SAT-AMD-20080623-00131, and SAT-AMD-20090213-00023, granted Aug. 18, 2009).

SES Americom, Inc. seeks to modify the license of its AMC-5 space station to relocate it to the 79.10 W.L. orbital location from its assigned
location of 79.05 W.L. and to maintain it at 79.10 W.L as an in-orbit spare with an east-west station-keeping tolerance of +/- 0.1 degrees. SES
does not request authority to activate the communications payload of AMC-5 at 79.10 W.L., but seeks authorization solely to perform telemetry,
tracking, and telecommand operations centered on the frequencies of 14.001 GHz (Earth-to-space), 11.701 GHz (space-to-Earth), and 11.702 GHz
(space-to-Earth).
