Special Temporary Authority

On June 8, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC to operate its Galaxy 15
space station as an in-orbit spare at the 133.1° W.L. orbital location for a period of 30 days, commencing April 30, 2011. Accordingly, Intelsat is
authorized to operate the Galaxy 15 space station at the 133.1° W.L. orbital location as a non-transmitting (except for telemetry, tracking and
telecommand transmissions) in-orbit spare for the duration of this authorization. Intelsat is authorized to conduct TT&C operations using
frequencies centered on 6420.5 MHz (Earth-to-space) and 4198.0 MH and 4199.875 MHz (space-to-Earth) to maintain the Galaxy 15 space
station at 133.1° W.L. Intelsat is also authorized to activate the communications payloads for the Galaxy 15 space station in the 3700-4200 MHz
(space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands in the event of a service outage of an operational space station.
