Petition for Declaratory Ruling to be Added to the Permitted List

Nature of Service:       Fixed Satellite Service


On April 4, 2011, the Satellite Division granted, with conditions, the Petition for Declaratory Ruling filed by Telesat Brasil Capacidade de
Satelites Ltda. to add the Estrela do Sul 2 space station, licensed by Brazil, at the 63° W.L. orbital location to the Permitted Space Station List.
Accordingly, each U.S. licensed earth station with "ALSAT" designated as a point of communication is granted authority to provide fixed-satellite
service in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands to, from, or within the United States, by
accessing the Estrela do Sul 2 space station, subject to the parameters set forth in its earth station license.

Special Temporary Authority

On April 7, 2011, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation to conduct telemetry,
tracking, and control in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands necessary to maintain the
EchoStar 3 satellite as an in-orbit spare at the 61.45º W.L. orbital location for a period of 180 days.

Special Temporary Authority

On April 7, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC (formerly Intelsat North
America LLC) for a period of 30 days to continue to operate the communications payload of the Intelsat 709 space station (Call Sign S2396) in
the 3700-4200 MHz, 5925-6425 MHz, 10950-11200 MHz, 11450-11700 MHz, 12500-12750 MHz, and 14000-14500 MHz bands to provide
fixed-satellite service from the 54.85º E.L. orbital location

Special Temporary Authority

On April 7, 2011, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation for a period of 60 days to
continue to operate the EchoStar 6 space station at the 76.95° W.L. orbital location on Direct Broadcast Satellite channels 1-32. EchoStar is
authorized to operate EchoStar 6 at 76.95° W.L. with feeder links (Earth-to-space) in the 17.3-17.8 GHz band and service links (space-to-Earth) in
the 12.2-12.7 GHz band. EchoStar is also authorized to conduct on-station telemetry, tracking, and telecommand operations for EchoStar 6 at
76.95° W.L. with command links at 17.305 GHz (Earth-to-space) and telemetry and beacon links at 12.203 GHz and 12.204 GHz (space-to-Earth).
