Nature of Service:       Fixed Satellite Service


On March 28, 2011, the Satellite Division granted, with conditions, the request of Intelsat New Dawn Company, Ltd. to modify the authorization
for its New Dawn space station at the 32.8 E.L. orbital location to make several technical changes to the New Dawn satellite’s design, as well as
to delete the 6500-6550 MHz band (Earth-to-space) from its authorization. New Dawn will provide fixed-satellite service from the 32.8 E.L.
orbital location in the 3625 - 4200 MHz (space-to-Earth), 5850 - 6500 MHz (Earth-to-space), 10.95- 11.20 GHz (space-to-Earth), 11.45 - 11.70
GHz (space-to-Earth), and 14.0 - 14.5 GHz (Earth-to-space) frequency bands. Additionally, Intelsat is authorized to operate telemetry, tracking,
and telecommand necessary to maintain New Dawn at the 32.8° E.L. orbital location using the following center frequencies: 3947.5 MHz, 3950
MHz, 3952.5 MHz, 11.198 GHz, and 11.452 GHz (space-to-Earth); 6173.7 MHz and 6176.3 MHz (Earth-to-space).

Special Temporary Authority

On March 31, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC to operate its Galaxy 15
space station as an in-orbit spare at the 133.1° W.L. orbital location for a period of 30 days. Accordingly, Intelsat is authorized to operate the
Galaxy 15 space station at the 133.1° W.L. orbital location as a non-transmitting (except for telemetry, tracking and telecommand transmissions)
in-orbit spare for the duration of this authorization. Intelsat is authorized to conduct TT&C operations using frequencies centered on 6420.5 MHz
(Earth-to-space) and 4198.0 MH and 4199.875 MHz (space-to-Earth) to maintain the Galaxy 15 space station at 133.1° W.L.

Special Temporary Authority

On March 25, 2011, the Satellite Division granted, with conditions, special temporary authority to SES Americom, Inc., for a period of 30 days, to
operate the AMC-9 space station at the 83º W.L. orbital location with a 0.4-degree change in the north/south orientation of the C-band
(3700-4200 MHz and 5925-6425 MHz ) reflector from the orientation previously authorized. See IBFS File Nos. SAT-LOA-20020114-00008
(granted June 15, 2004) & SAT-AMD-20040421-00084 (granted Sept. 3, 2004).

Special Temporary Authority

On March 31, 2011, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation for a period of 30 days to
conduct telemetry, tracking, and control in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands necessary to
operate the EchoStar 3 satellite at the 61.45º W.L. orbital location as an in-orbit spare satellite.
